Evan Loving, JD, MPA
Evan Loving is a public administration professional with more than a decade of experience planning, managing, and implementing strategic initiatives. Evan has worked in local government administration, operations, finance, and legislative and government affairs. Throughout his career, Evan has always analyzed needs and leveraged available capacity to achieve organizational objectives. Evan is also adept at identifying capacity gaps and long-term solutions for them.
Evan’s focus is on strategic planning and change management, helping local governments achieve improved outcomes to serve citizens. Evan is dedicated to navigating competing approaches to reach shared goals, finding productive solutions to problems.
Evan also works as a professional mentor, particularly with employees transitioning into a new organizational level (new employees, first time managers, first time executives). Evan holds a BA in Government from George Mason University, a Juris Doctor from the University of Richmond, and a MPA from Virginia Commonwealth University.

Samantha Linnett, MPA
Samantha Linnett is a civic innovator and experience design professional with 5+ years of industry experience. She has served federal, state, and local government clients with her specializations in human-centered design, facilitation, public engagement, strategic communications and change management.
Samantha has worked with multiple large federal agencies at Grant Thornton LLP, designing employee experience programs and developing process improvements for social welfare programs. Prior to this, she served on the City of Syracuse’s Innovation Team, where her work centered around housing policy and public engagement. She worked with the City’s Division of Code Enforcement to improve the health and safety of residents’ homes and focused on finding ways to reduce the number of forced moves that Syracuse residents face every year.
Samantha has her Master’s in Public Administration and her B.A. in public policy and public relations, both from the Maxwell School of Citizenship and Public Affairs and the S.I. Newhouse School of Public Communication at Syracuse University.
